Authority Policy

The Scientific Journal for Publishing in Health Research and Technology (SJPHRT) is structured to ensure academic integrity, editorial independence, and a high-quality publication process. The authority and responsibilities within the journal are clearly defined as follows:


1. The Publisher: Academic University

  • Role: The Academic University serves as the institutional publisher and a strategic partner of SJPHRT. The university provides the necessary administrative, financial, and infrastructural support to ensure the journal's long-term sustainability and success.

  • Responsibilities: The publisher is responsible for:

    • Upholding the journal’s mission and ethical standards.

    • Ensuring the financial viability of the journal, including the management of Article Processing Charges (APCs).

    • Overseeing the official registration and archiving of the journal.

    • Appointing and providing strategic oversight for the Editor-in-Chief.

  • Independence: The publisher does not interfere with the editorial decisions regarding the acceptance, rejection, or revision of submitted manuscripts. Editorial decisions are made solely on academic merit, as determined by the Editor-in-Chief and the editorial board.


2. The Editor-in-Chief

  • Role: The Editor-in-Chief holds the ultimate authority and responsibility for the content and direction of the journal.

  • Responsibilities: The Editor-in-Chief is responsible for:

    • Making final decisions on all manuscripts (accept, reject, or request revisions) based on the peer-review reports.

    • Appointing members of the Editorial Board and Reviewer Panel.

    • Ensuring the journal's editorial policies are followed and upheld.

    • Handling appeals, complaints, and any ethical issues that may arise.

    • Maintaining the quality and integrity of the journal's published content.


3. The Editorial Board

  • Role: The Editorial Board is comprised of distinguished scholars and experts in the fields covered by the journal's scope. They provide essential support and guidance to the Editor-in-Chief.

  • Responsibilities: The Editorial Board members are responsible for:

    • Advising on the journal's strategic direction, scope, and future development.

    • Acting as reviewers for submitted manuscripts when requested.

    • Encouraging submissions from their peers and promoting the journal within their academic communities.

    • Providing guidance and expertise on complex or controversial submissions.
